This Work Package covers all management and coordination aspects of HARMONIA and is led by the Polytechnic University of Milan (POLIMI), the coordinator of the project. This includes ensuring that the project objectives are met in a timely fashion and a continuous evaluation of risks. POLIMI is also responsible for coordination of legal issues, as well as financial and administrative aspects of the project.

WP2: Systems specifications, use case requirements and conceptual design – ICSS

This Work Package mainly concerns defining the stakeholders' groups that HARMONIA will target. Led by the Institute of Communication and Computer Systems (ICSS) of the National Technical University of Athens, it will develop the conceptual architecture which will underpin the IRAP platform, including the users’ requirements, data sources and technical specifications of the platform.

This work package will adapt ensemble models and AI tools into IRAP. Led by the Finnish Meteorological Institute (FMI), this includes analysing climatic and atmosphere data relevant to the needs of HARMONIA. Specific tasks will be addressed such as developing indexes through Earth Observation and remote sensing techniques and modelling the relationship between air quality and urban health.

WP5: HARMONIA applications towards urban risk quantification - FORTH

This Work Package will take advantage of the conceptual architecture, data acquisition and intelligence framework defined in the aforementioned WPs. Led by the Foundation for Research and Technology of Hellas (FORTH), the aim here is to apply the predefined methods and tools to quantify urban risks. Existing EO services and multiparametric approaches will be integrated in the platform, focusing on hazards such as air quality, heat islands, humidity and temperature Anomalies, flash flooding and more.

WP6: HARMONIA resilience DSS and IRAP platform - GSH

Led by Geosystems Hellas (GSH), this Work Package will map the topography of urban climate change risks. This will help define where the risks are in a cityscape and their changing patterns over time. A vulnerability and risk-based approach will also be developed to increase the resilience of urban environments against foreseen or unforeseen climate impacts. This will offer easy to implement tools for risk assessment with a view to support decision making at the urban level. Additionally, the applications of HARMONIA in urban planning, as well as in health and well-being, will be investigated under this Work Package. These tasks will culminate in the development of the IRAP platform, which will act as a decision support tool informing end users on spatio-temporal changes and the impact of climate change on the environment.

This Work Package will evaluate the performance and effectiveness of the HARMONIA platform. Demonstration activities in different climatic zones will be conducted in the 4 pilot cities of HARMONIA: in Ixelles-Brussels (Belgium); in Milano (Italy); in Piraeus (Greece); and in Sofia (Bulgaria). The success of these pilots will be measured in comparison with the user requirements identified in WP2. Furthermore, the longer term viability of HARMONIA services will be assessed through an aPESTLE (Economic,Social, Technological, Legal and Environmental) analysis.

Led by the European Association of Remote Sensing Companies (EARSC), this Work Package will communicate and disseminate the results of HARMONIA. A communication strategy is here developed to outline the strategy, actions, and tools with which the project will communicate its activities to a range of external stakeholders. Furthermore, WP8 covers HARMONIA´s promotional materials (leaflet, brochure, videos etc.), its participation in dissemination fora and the online presence of the project. 10 dedicated workshops will also be organised throughout the project to promote the uptake of HARMONIA. Furthermore, regulatory aspects relevant to the project will be monitored and a sustainability analysis carried out towards the end of the project. Intellectual Property exploitation will also be managed within this Work Package.
